RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Ordinance

ITEM SUMMARY:
* Pursuant to Chapter 418 of the Texas Government Code, a mayor may declare a local state of disaster for a period not to exceed seven (7) days from the effective date of the declaration; however, for a mayoral disaster declaration to continue beyond the initial seven (7) days, it must be continued or renewed by the governing body.
* By passing this ordinance, the City will continue to be authorized to take any actions necessary to promote health and suppress the virus, including, but not limited to the quarantine of persons and occupied structures, examining and regulating hospitals, regulating ingress and egress from the City, regulating ingress and egress to occupied structures, and insuring compliance for those who do not comply with the City's rules.
* The proposed ordinance limits the size of all gatherings, both public and private, to no more than ten (10) persons; limits restaurants to provide only take out, delivery, or drive-in or drive-through services as allowed by law.
* The ordinance also incorporates the rules and regulations for personal conduct found in the Governor's Executive Order No. GA-08, issued March 19, 2019, regarding the state's response to the COVID-19 outbreak.
