ITEM SUMMARY:  
·      This resolution awards a contract to Smith & Associates Consulting to provide employee benefits consulting services to the City of McKinney.
 
BACKGROUND INFORMATION:  
·      The City of McKinney issued a request for proposal (15-35RFP) for employee benefits consulting services in March 2015.
·      Proposals for 15-35RFP were opened on March 26, 2015.
·      A total of nine proposals were received.
·      A committee of three evaluators (two from Human Resources and one from Finance) reviewed and ranked the proposals based on the following criteria:
o      The firm's services meeting the objectives of the request and the needs and requirements of the City
o      The cost of services
o      The qualifications of the firm and the proposed project team/staff
o      References and recent proven success
o      Additional services and support provided
·      Smith & Associates Consulting is recommended as the best value for the City of McKinney.
 
FINANCIAL SUMMARY:  
·      Funding is available in account number 015-2110-413.8516
·      The services to be provided by the Benefits Consultant and the associated not-to-exceed annual costs include the following:
o      Annual retainer for consulting services: $48,000
o      Claims audit: $45,000
o      Online enrollment system: $45,000
