* Approval of the Ordinance

ITEM SUMMARY:
* This Ordinance establishes a speed limit on the following roadways:
? C.R. 164 (future Bloomdale Road) a speed limit of 45 mph.
? C.R. 331 (Woodlawn Road) a speed limit of 45 mph.
? C.R. 722 (Enloe Road) a speed limit of 40 mph.

BACKGROUND INFORMATION:
* Many country roadways continue to fall under the prima facie speed limit established by the Texas Department of Transportation for rural roadways which is 60 mph.
* The Collin County Staff conducted speed zone studies along several country roadways including C.R. 164 (future Bloomdale Road), C.R. 331 (Woodlawn Road) and C.R. 722 (Enloe Road) to evaluate the current speed limits and make any adjustments to the speed limits if needed.
* When developing a recommendation for a speed limit, the following factors should be considered:
? The design speed of the roadway.
? The measured 85th percentile speed.
? The established speed limit on adjacent section of the same roadway.
? The adjacent land uses along the roadway.
* Since many country roads are 2-lane asphalt roadways in rural settings, it can be difficult to evaluate some factors. Therefore Collin County Staff relied heavily on the 85th percentile speed studies to establish the speed limits. However, Collin County Staff took into consideration the geometry of the roadway.
* Speed studies were conducted over several months in 2015. The 85th percentile speed were determined to be 52 mph for C.R. 164...
