RECOMMENDED CITY COUNCIL ACTION:
* Staff recommends approval of the proposed zoning request.

ITEM SUMMARY:
* The applicant is requesting to zone approximately 126.72 acres of land to "SF5" - Single Family Residential District, generally for single family detached residential uses.

* The request for zoning will be forwarded to the City Council for final consideration at the November 3, 2015 meeting along with the 3rd and final public hearing for the associated annexation case (14-221A3) and associated development agreement.

* Prior to the October 13, 2015 Planning and Zoning Commission meeting, a petition in opposition to the zoning request was submitted and handed out to the Commissioners. Since that time, Staff has reviewed the request and determined that it does not meet the minimum requirements necessary for a formal protest due the fact that the opposing property owners are not within the corporate limits of the City. As such, the request does not require a super-majority by the City Council to be approved. Nonetheless, the informal petition of opposition has been attached for the City Council's reference.
