RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Ordinance.

 

ITEM SUMMARY: 

                     This Ordinance amends expenditures in the Fiscal Year 2015-2016 Annual Budget and the 2016 - 2020 Capital Improvement Program Project by accepting a grant from the Texas Department of Transportation (TxDOT) in the amount of $426,695 and appropriating those funds into a new project TR1603 - Transportation Alternatives Program (TAP) for Safety Access to Schools in the  Street Construction Fund. 

 

BACKGROUND INFORMATION: 

                     On May 6, 2014, City Council approved a request from City Staff to submit an application for the Safety and Access to Schools for the 2014 Transportation Alternatives Program (TAP) Call for Projects through the North Central Texas Council of Governments (NCTCOG).

                     The project involves the installation of in-street school crossing signs at designated school crossings on multi-lane streets to establish a better visibility for those crossings and the installation of driver feedback signage to promote compliance with the 20 mph reduced speed school zone at select locations. The final part of the project involves the construction of sidewalks at locations where gaps exist in existing school routes.

                     If funding was awarded through this Call for Projects, City Council approved the Interim City Manager to execute all necessary documents.  NCTCOG and the Texas Department of Transportation (TxDOT) informed City Staff that the City was successful in securing the maximum amount of federal funds of $426,695.

                     A Local Participation Advance Funding Agreement (LPAFA) was executed by the Interim City Manager with TxDOT for this TAP Project awarded to the City of McKinney. 

                     The LPAFA provides that through TxDOT the City will be reimbursed for the upfront cost of the purchase and installation of the in-street school crossing signs and driver feedback signs, and the design and construction of the sidewalks related to the project awarded to the City of McKinney for the TAP funding call for an amount not to exceed $426,695.

                     As part of the grant, NCTCOG used Transportation Development Credits (TDCs) to cover the normally required 20% local match for the funding of the project, which was $85,339. Federal typically covers 80% of a project with a 20% local match.

                     Therefore the cost to the City of McKinney for this entire project is $0 but the City will be responsible for any cost overruns.

                     This Ordinance amends the FY 2015-2016 annual budget to fund the upfront cost of the project.

 

FINANCIAL SUMMARY: 

                     The cost associated with the purchase and installation of the signs, and the design and construction of the sidewalks related to the TAP project will be reimbursed at the completion of each piece of the project. Therefore the City will need to cash flow the project until payment is made.

                     The Amendment of the FY 2015-2016 annual CIP budget will create and fund a new project TR1603 in the amount of $426,695 with $62,800 for design and $363,895 for construction.
