RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution as proposed.
ITEM SUMMARY:
• This Resolution authorizes the Interim City Manager to execute a professional services contract with Halff Associates for a Streetscape Plan in an amount not to exceed $30,000.
• Halff Associates is also preparing the update to the Parks, Recreation, Trails & Open Space Master Plan, of which this Streetscape Plan will be a component.
• It will also support the One Community One Vision McKinney 2040 Comprehensive Plan update and associated Thoroughfare Plan.
• The major components of the Streetscape Plan are:
1. Gateway and Entry Monuments
2. Streetscape Colors, Materials and Furnishings
3. Streetscape Design and Development Standards
4. Inclusion into the Parks, Recreation, Trails & Open Space Master Plan
• More specifically, this Plan will provide a unified design theme for the overall roadway system that speaks to materials, colors, use of the city logo and site furnishings (lighting, benches, trash receptacles, signage, etc.). It will also establish standards for design of medians, rights of ways and intersection treatments.
• The Streetscape Plan will be completed at the same time as the Parks, Recreation, Trails & Open Space Master Plan, which should occur around December 2016.
BACKGROUND INFORMATION:
• The need for this plan has arisen from the planning for future growth and imminent development of sections of the City’s Thoroughfare Plan in the northwest sector of the City.
• When planning for the design of the roadways, it was determined that a template, or set of design standards, will be critical in helping to implement the City’s Thoroughfare Plan.
• City Council authorized staff to proceed with the additional scope as part of the contract with Halff Associates.
FINANCIAL SUMMARY:
• The Professional Services Contract with Halff Associates includes a lump sum fee amount of $30,000.
• In an associated agenda item, Council will be considering a Resolution transferring $30,000 from Project Umbrella (PK4399) into the Parks, Recreation, Trails & Open Space Master Plan Project (PK4324).
• The Parks, Recreation, Trail & Open Space Master Plan is a FY14-15 Capital Improvements Project (PK4324) funded with 2014 GO bonds with a budget of $250,000. Transferring the $30,000 from the PK4399 Project Umbrella will bring the total project budget of PK4324 Parks, Recreation, Trails & Open Space Master Plan to $280,000, which includes the Streetscape Plan.
