RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes the Interim City Manager to execute a Contract with MVBA of Round Rock, Texas, for the collections of delinquent fines, court costs and fees.

BACKGROUND INFORMATION:
* The City utilizes a consultant to collect delinquent fines, court costs and fees for the City of McKinney Municipal Courts.

* The City issued a Request for Qualifications (16-47RFQ) for Collection of Delinquent Fines, Court Costs and Fees on March 6, 2016.

* On March 28, 2016, four Collection firms submitted Statements of Qualification in response to the RFQ.

* An Evaluation Team, comprised of three City employees, reviewed and ranked the Statement of Qualifications based on the following criteria:

* Proven experience in the field of delinquent fines, court costs and fees collection
* Collection performance history for the past five years
* Professional qualifications, expertise, educational levels - Include resumes of key personnel
* Past performance of the firm with respect to quality services, meeting schedules, maintaining good working relations with other contractors
* Ability of the firm to provide software or reporting process that can interface with the City seamlessly, and provide needed reports on a timely basis
* Percentage Fee

* After evaluating the responses to the RFQ, an Evaluation Team made up of five City employees, conducted interviews with all four firms. The following criteria was used to evaluate the interviews:
