RECOMMENDED CITY COUNCIL ACTION:
* Approval of the attached Resolution.

ITEM SUMMARY:
* The City of McKinney Parks and Recreation staff has determined a need for registration software and supporting hardware platform for the McKinney Aquatic and Fitness Center and other Park Facilities.
* Staff interviewed numerous vendors and received presentations related to registration software available for parks and recreation operations.
* PerfectMIND Inc. is being recommended for the registration software and supporting hardware platform for use at the MAFC and other park facilities.
* The PerfectMIND software and supporting hardware platform will be available for cooperative purchasing through the City of Frisco's Request for Proposals No. 1601-042 that is being presented for award to their City Council June 21, 2016.
* Chapter 791 of the Texas Government Code, "Interlocal Cooperation Contracts," authorizes cities to make purchases utilizing cooperative contracts such as the ones available through the Collin County Governmental Purchasing Forum (the "Forum"), which Forum includes the City of Frisco and the City of McKinney.
* Due to this interlocal cooperation purchasing agreement City policy allows execution of this agreement administratively.
* Due to the sensitive nature of all major purchases of the City, and in support of our initiative to operate in a transparent manner, City Council approval is requested.
