ITEM SUMMARY:
• This Resolution authorizes the Interim City Manager to formally reject all bids received and related to Bid Number 16-57CC for the Reconstruction of Cole Street from Bass Street to College Street Project.
BACKGROUND INFORMATION:
• Brown & Gay Engineers, Inc., prepared the construction plans for this project which would reconstruct Cole Street from Bass Street to College Street including replacement of water/sewer infrastructure, storm drainage, and paving.
• The City of McKinney issued an invitation to bid (16-57CC) in May, 2016.
• Two (2) bids was received for this project on Friday, June 10, 2016. The following is a summary of the bid:

• Altus Construction, LLC submitted the low bid in the amount of $2,017,628.66.
• References provided by Altus Construction, LLC were verified in accordance with the contract documents and bid specifications.
• The contract documents require that contractors bidding on this type of work in the City of McKinney demonstrate a minimum of three (3) years’ experience as part of the evaluation of whether the perceived low bidder is the responsible low bidder for the purposes of the project.
• The apparent low bidder, Altus Construction, LLC was established in 2013 and provided qualifications less than the minimum three (3) years’ experience as required by the Project contract documents.
• In addition, the project reference list provided by Altus Construction, LLC in their bid does not include sufficient municipal roadway projects similar in size and scope as the subject project and does not satisfy Section 102.12 of the North Central Texas Council of Governments (NCTCOG) specifications (amended by Special Condition 09) as included in the bid documents.
• Due to the bid proposal received by Altus Construction, LLC not meeting the required three (3) years’ experience and the experience provided did not satisfy Section 102.12 of the NCTCOG specifications, staff recommends rejection of the bid.
• Tiseo Paving Company provided the next lowest bid in the amount of $3,386,490.50 which was substantially higher than both the allotted project budget and the estimated project construction cost provided by Brown & Gay Engineers, Inc.
• Due to the bid proposal received by Tiseo Paving Company being deemed non-competitive, staff recommends rejection of the bid.
• Due to no additional bids being received on the project, staff recommends rejection of all bids received.
