ITEM SUMMARY:

                     This Resolution authorizes a contract with Halff Associates, Inc. (Halff), to provide consulting engineering services for the design of Laud Howell Parkway from the US 75 Southbound Frontage Road to FM 1461 / Lake Forest Drive for an amount not to exceed $2,600,000.

 

BACKGROUND INFORMATION:

                     Laud Howell Parkway is a planned major east-west principal arterial which will increase mobility and drive economic growth in McKinney’s Northwest Sector.

                     Halff recently completed a comprehensive alignment study for Laud Howell Parkway from Trinity Falls Parkway to FM 1461 / Lake Forest Drive and Council approved a resolution on May 3, 2016 adopting a proposed roadway alignment.

                     Design will include a 6-lane divided roadway from its current terminus at Trinity Falls Parkway to the proposed Honey Creek Bridge and 4-lanes from west of the Honey Creek Bridge to FM 1461 / Lake Forest Drive.

                     Design will also include widening of the existing Laud Howell Parkway to accommodate lanes 5 & 6 from the US 75 Southbound Frontage Road to its current terminus at Trinity Falls Parkway.

                     Halff submitted a response to RFQ 15-38 for Major Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015. 

                     Halff submitted a proposal for this project in the amount of $2,370,055.00. Their scope includes the following elements:

o                     Design of Laud Howell Parkway from the US 75 Southbound Frontage Road to FM 1461 / Lake Forest Drive including the addition of Lanes 5 & 6 east of Trinity Falls Parkway, a new 6-lane divided roadway from Trinity Falls Parkway to west of Honey Creek, and a new 4-lane divided roadway (6-lane ultimate) from west of Honey Creek to FM 1461 / Lake Forest Drive;

o                     Preparation of right-of-way documents;

o                     Bid and construction phase assistance to the City.

                     The preliminary opinion of probable construction cost is $30,044,422.

                     The fee for basic services is $1,689,570.00 (5.6% of the construction cost) and the fee for special services is $680,485.00 (2.3% of the construction cost).

                     Design of this project is anticipated to take 10 months to complete.  Construction is anticipated to begin as early as December 2016 and to be completed by December 2019.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Halff Associates, Inc. (Halff), for an amount not to exceed $2,600,000.                     

                     Funding for this contract is included in the 5-year Capital Improvement Program in the amount of $20,850,000 (ST4331).

                     Upon approval of the budget item, funding for this project will be available in the Capital Improvements Program.

                     With the approval of this item $736,456 will remain in project ST4331 pending acceptance of an accompanying ordinance amending the FY 2015-2016 budget to fund the project (ST4331).
