RECOMMENDED CITY COUNCIL ACTION:
* Approval of Ordinance.

ITEM SUMMARY:
* DR1645 is a proposed Capital Improvements Program (CIP) project to perform a master drainage study of Stover Creek and its tributaries.
* This Ordinance amends the Fiscal Year 2015-2016 Annual Budget and the 2016 - 2020 Capital Improvements Program to create a new project and provides the necessary approval to begin the project in the current fiscal year with a budget amount of $500,000.

BACKGROUND INFORMATION:
* In the coming years, new development is more and more likely in McKinney's Northwest Sector, generally located north of U.S. 380 and west of U.S. 75. As new development occurs, developers of property along creeks will be required to study these creeks in order to safely account for floodwaters.
* One of the larger, unstudied creeks in this sector is Stover Creek, which takes up nearly eight square miles of McKinney's ETJ.
* This project will consist of a master drainage study of Stover Creek to determine peak flows, determine floodplain boundaries, identify areas of concern for future erosion, and determine potential future drainage improvements.
* The valuable information provided by this master drainage study will be made available to property owners and area developers.
* The recent sale of 2016 bonds provides funding for this project. However, a budget amendment is needed to begin this project in the current fiscal year.
