                     Approval of the Resolution

ITEM SUMMARY: 

                     This Resolution authorizes a contract with Kimley-Horn and Associates, Inc., for Design Services for the Modification and Update of the City’s Engineering Design and Construction Documents for an amount not to exceed $375,000.

 

BACKGROUND INFORMATION: 

                     Kimley-Horn submitted a proposal for developing modifications, updating, and consolidating the City’s engineering design manuals and associated documents in the amount of $320,000.

                     The City currently has engineering design standards, ordinances, guidelines, manuals, and construction specifications and details that have been developed for the design and construction of public infrastructure and were last updated in 2010.

                     A deliverable for the project will be the consolidation of all the design manuals into one document. 

                     Since 2010, there have been significant staff changes in both the Engineering and Public Works Departments as well as a complete redevelopment of the storm water ordinance.

                     Taking an expansive approach to updating design standards and construction documents, including plans specification and details will ultimately result in consistent and synchronized requirements, thus minimizing conflicts between documents. A comprehensive evaluation for disciplines including streets, utilities drainage and traffic will be performed. Within those disciplines, the standards that will be reviewed, revised or created include geotechnical; roadway/paving; alley and driveway; pedestrian; drainage; water; sanitary sewer; traffic; pavement marking; signing; traffic signal; traffic control; access management; streetscape; street lighting; and erosion control. The comprehensive update will provide:

o                     Internal consistency and synchronization of contract documents

o                     More predictable environment for City staff, designers, contractors, and contract administrators

o                     Reduction in conflicts between documents

o                     Higher quality design plans

o                     Higher quality construction product

                     The project will be developed in five phases. These include:

o                     Evaluation Phase - Evaluate the City’s current Engineering Design Standards and related ordinances, guidelines, and construction specifications and details.

o                     Recommendation Phase - Based upon the results of the first phase, identify current standards to keep or revise and what new standards need to be developed.

o                     Development Phase - The phase will focus on the developing the standards recommended in the previous phase.

o                     Concurrence Phase - The phase will be working with consulting engineers and the development community to review the proposed changes and develop a consensus for the new standards.

o                     Implementation Phase - Finalize and prepare the completed documents and assist the City with publishing the documents.  

                     In addition to updating the current standards, this update will allow staff to incorporate the references and be in alignment to/with the updated Comprehensive Plan, the Northwest Sector Study, and the updated Parks Master Plan.

                     City staff has undertaken the task of reviewing and creating new Standard Details for Construction for streets, utilities, drainage, erosion control, and traffic disciplines. This process is not occurring as quickly as Staff would like due to the volume of development activity currently ongoing.  To produce these documents in an efficient and timely manner, staff believes the use of a consultant is necessary.   

                     Kimley-Horn was selected for this project based on their experience with similar projects and their performance on other City of McKinney projects.  This includes work for the City as one of the City’s consultants and because Kimley-Horn also represents many private clients and is familiar with the application of the design manuals.

                     Kimley-Horn submitted a response to RFQ 16-01 for Modification and Update to Design Manuals and Construction Documents.  They were the top ranked firm from the selection process.

 

FINANCIAL SUMMARY: 

                     This Resolution authorizes a construction contract and any necessary supplemental agreements with Kimley-Horn and Associates, Inc., for an amount not to exceed $375,000.

                     There is an accompanying Agenda Item for a budget amendment to create and fund this project from the Streets Fund balance, Utilities Fund Balance, and the Storm Water Fund Balance.

                     With the approval of this item, $0 will remain in project CO1606.
