RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Wall Enterprises, contingent upon receipt of written concurrence from the Texas Department of Transportation, for the McKinney On-Street Bicycle Treatment Project for a total contract amount not to exceed $260,000.

 

BACKGROUND INFORMATION:

                     This item was included on the August 16, 2016 Regular Council Meeting and was tabled by vote (at staff recommendation) to await concurrence from the Texas Department of Transportation (TxDOT) on the award recommendation.

                     In August 2014, TxDOT executed a Local Participation Advance Funding Agreement (LPAFA) with the City of McKinney for the installation of on-street bicycle signage in the amount of $250,000 where the local (City of McKinney) contribution is 20% ($50,000) and the federal contribution is 80% ($200,000).

                     City of McKinney Engineering prepared the construction plans, approved by TxDOT, for this project which consists of on-street bicycle signing placed at locations in accordance with the City of McKinney On-Street Bicycle Transportation Master Plan.

                     Two (2) bids were received for this project on Thursday, July 28, 2016. The following is a summary of the bid:

                     Wall Enterprises submitted the low bid in the amount of $249,968.00 for the base bid including all add alternatives.

                     Work to be performed under this construction contract will include the base bid including all add alternatives in the amount of $249,968.00.

                     Of the $200,000 federal contribution, the LPAFA provides that, through TxDOT the City will be reimbursed for construction costs of the project for an amount not to exceed $173,912.80 whereas the remaining federal funds cover the cost of TxDOT oversight.

                     Of the $50,000 local (City of McKinney) contribution per the LPAFA, only $43,185.50 remains available for construction.

                     On August 16, 2016, a budget amendment item in the amount of $45,000 (by ordinance) increased the funding for Grants Project GR1412 from $250,000 to $295,000 to add necessary funds for construction based on the low bid received.

                     Wall Enterprises submitted references and qualifications that were verified in accordance with the bid specifications and found acceptable.

                     The LPAFA requires that TxDOT provide concurrence of the award recommended herein which in order to be eligible to receive reimbursement of the federal funds.

                     TxDOT concurrence of local project awarding is currently delayed statewide and in an effort to expedite the project we recommended making the award contingent upon their upcoming concurrence for the project.

                     The contract documents require that this project be completed within 65 working days after issuance of the Notice to Proceed, which is expected in September 2016. Construction is expected to be substantially completed in November 2016 with final completion also in November/December 2016.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with Wall Enterprises for an amount not to exceed $260,000.

                     A budget amendment (by ordinance) in the amount of $45,000 was transferred to the Grants Fund Project (GR1412) on August 16, 2016 which increased the overall project funding to $295,000.

                     Funding for this project is available in the Grants Fund Project (GR1412).

                     With approval of this item, $2,098.30 will remain in GR1412.
