RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution

ITEM SUMMARY:
* This Resolution authorizes a contract with Lee Engineering for Professional Engineering Services for the Enhancement of the City's Traffic Crash Database for an amount not to exceed $90,000.

BACKGROUND INFORMATION:
* Lee Engineering has submitted a proposal for enhancement of the City's Traffic Crash Database in the amount of $88,295.
* The City changed to a new GIS-based traffic crash database at the end of 2014.
* The new program has made identifying and reviewing crash information at high crash locations easier for City staff.
* However, there are still some issues with the City's crash reporting process that can be improved. During the review of numerous crash locations, staff has identified several inconsistencies that include issues with data collection, report development by TxDOT, and issues with how the vendor processes the data received from TxDOT.
* Through this project, Lee Engineering will provide staff the manpower to review the quality of the data staff receives through our current process, work with the McKinney Police Department to understand their process in developing reports, discuss with TxDOT available options to modify or improve their process, and work with the software vendor to enhance the software to better meet the needs of the City.
* Through this project, the Engineering staff will be better able to identify high crash locations and allow us to develop solutions to prevent crashes from occurring.
