RECOMMENDED CITY COUNCIL ACTION:
* Approval of the revised drainage maintenance policy and priority matrix.

ITEM SUMMARY:
* Based on input received at a City Council Work Session July 18, 2016, staff revised the policy and matrix. Both were again discussed at the Work Session on September 19, 2016. The policy is unchanged since then. The Matrix has only one change - the question of life safety risk has been added. City Staff is now seeking final approval of both.

BACKGROUND INFORMATION:
* Citizens frequently contact City staff about various drainage issues.
* Typical concerns include flooding, creek erosion, lot to lot drainage, poor drainage, standing water, fallen trees, and overgrown vegetation.
* Every situation is different and some cases are more severe than others. The revised policy is intended to clarify what role the City has in addressing these drainage concerns. The revised matrix is intended for use only after a particular concern has been deemed to be City responsibility. It will be used to determine the priority of various City projects.
* Key points include the following:
- The City would likely step in to address erosion that is threatening homes, businesses, driveways, and pools, but not walls, fences, lawns, or trees (unless erosion might cause a tree to fall on a home or business).
- The City would likely step in to address risks of flooding that might enter homes or businesses, but not flooding of pools, carports, or other outdoor areas.

FINANCIAL SUMMARY:
