RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to enter into an Operations and Maintenance Agreement with the USDA-NRCS and the Collin County Soil and Water Conservation Service for East Fork Above Lavon (EFAL) Floodwater Retarding Structure (FRS) Site 4.

                     This agreement is more detailed but similar to those developed for eight other rehabilitated structures in McKinney.

                     This fully executed Agreement is required to obtain federal and state funding from the USDA-NRCS and the Texas State Soil and Water Conservation Board for the rehabilitation of EFAL FRS Site 4.

                     The City will accept maintenance responsibility after the rehabilitation project is complete, which is anticipated to be in late 2018.

 

BACKGROUND INFORMATION:

                     The NRCS FRS’s are considered to be a part of the City’s drainage infrastructure requiring maintenance similar to all other portions of the City’s infrastructure.

                     The agreement defines the City’s responsibilities for inspecting, operating, and maintaining Site 4 after rehabilitation.

                     There is a sinking fund resolution providing for the funding of these operation and maintenance activities also on this agenda.

 

FINANCIAL SUMMARY:

                     The NRCS estimates O&M costs to the City of approximately $2,800 per year.
