RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.
ITEM SUMMARY:
* This Resolution authorizes the City Manager to enter into a Project Agreement with the TSSWCB to receive state funding to rehabilitate the dam at USDA NRCS EFAL FRS Site 4, aka Brinkmann Ranch Lake.
* This Project Agreement specifies that the City of McKinney will construct the project and receive quarterly reimbursements from the TSSWCB for 33.25% of the overall cost.
BACKGROUND INFORMATION:
* This rehabilitation project is authorized under the authority of Public Law 106-472, the Small Watersheds Rehabilitation Amendments of 2000, which amends Public Law 83-566, the Watershed Protection and Flood Prevention Act.
* In recent years, the City of McKinney has rehabilitated eight similar dams including 1A Walnut Grove Lake, 2A Highland Lake, 2B Summit View Lake, 3C Mallard Lake, 3D Turrentine Lake, 3E Provine Lake, 5A Eldorado Lake, and 17 Bloomdale Lake.
* The dam is located north of US 380 between Lake Forest Drive and Hardin Boulevard. It is known locally as Brinkmann Ranch Lake. The Site 4 dam does not meet current safety standards. A failure of the dam would result in potential loss of life and significant property damage.
