RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with Burns & McDonnell Engineering Company, Inc. to provide consulting professional engineering services for the  design of the extension of Bloomdale Road from Hardin Boulevard to Community Avenue for an amount not to exceed $750,000.

 

BACKGROUND INFORMATION:

                     This project will result in a new alignment of Bloomdale Road from its current terminus at Community Avenue to a future intersection with Hardin Boulevard.

                     This project will provide an alternate east-west route for local traffic currently using US 380.  It is also anticipated to support continued economic development in the general vicinity.

                     Burns & McDonnell Engineering Company, Inc. conducted a preliminary hydraulic analysis on three potential roadway crossing options: a bridge structure, con/span bridge, and a culvert.  It was determined that the bridge option was most cost effective.

                     Burns & McDonnell Engineering Company, Inc. submitted a response to RFQ 15-38 for Major Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015.  They were selected from this group based on their availability to perform the project and their experience with similar projects in McKinney and the DFW metroplex. 

                     Burns & McDonnell Engineering Company, Inc. submitted a proposal for this project in the amount of $687,569.30. Their scope includes the following elements:

o                     Topographical and boundary survey

o                     Design of approximately 4,500 feet of Bloomdale Road, a six-lane, divided roadway with a median

o                     Design of intersections at Bloomdale Road and Hardin Boulevard and Bloomdale Road and Community Avenue

o                     Design of a 300 linear foot bridge with aesthetic treatments

o                     Design of traffic control plan

o                     Design of a drainage system for storm water runoff from Bloomdale Road and from upstream drainage areas

o                     Preparation of legal documents

o                     Preparation of a complete bid package, including plans, specifications, and contract documents

o                     Bid phase assistance to the City

o                     Construction phase assistance to the City

                     Construction of this project is estimated to cost approximately $8,077,363.05 and is currently funded in the FY2014 Capital Improvements Program. 

                     The fee for basic services is $428,527.30 (5.3% of the construction cost) and the fee for special services is $259,036.00 (3.2% of the construction cost).

                     Design of this project is anticipated to take nine months.

                     Construction is anticipated to take twelve months to complete.  Construction is anticipated to begin in October 2017 and to be completed by October 2018.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Burns & McDonnell Engineering Company, Inc., for an amount not to exceed $750,000.

                     Funding for this contract is included in the Capital Improvements Program (ST4227).

                     With the approval of this item, $7,190,000 will remain in project ST4227.
