RECOMMENDED CITY COUNCIL ACTION: Approve Resolution

ITEM SUMMARY:
* On June 21, 2016 City Council approved the City Manager to enter into an agreement with PerfectMIND for registration software and supporting hardware for the McKinney Apex Centre.
* PerfectMIND and the City have agreed to terminate our contract in an amicable manner. Essentially, the product delivery schedule was not consistent with the needs of the City.
* Subsequently staff has pursued an alternative software solution, Active Network, which is being recommended for the registration software as a service (SaaS) and supporting hardware for use at the Apex Centre.
* In a survey of DFW cities, 18 of 27 are currently using Active Network. Other vendors being used include: VSI, BookKing, CSI, Rectrac, PerfectMind and Centeredge.
* The Active Network solution and supporting hardware is available for cooperative purchasing through the City of Arlington's Request for Proposals No. 15-0109, awarded on April 12, 2016.
* Chapter 791 of the Texas Government Code, "Interlocal Cooperation Contracts," authorizes cities to make purchases utilizing cooperative contracts.
* A copy of the Interlocal Agreement with the City of Arlington and the required contracts with Active Network, LLC are attached.
