ITEM SUMMARY:

                     This Resolution authorizes a contract with Freese and Nichols, Inc. (FNI), to provide consulting engineering services for the design of the McKinney FY 17 Substandard Utility Replacement and Street Rehabilitation Umbrella Projects North of Virginia for an amount not to exceed $485,000.

 

BACKGROUND INFORMATION:

                     FY 17 funding for various street reconstruction for work has been previously identified and programmed under the Street Reconstruction Umbrella (ST1622).

                     FY 17 funding for various substandard mains (water and wastewater) has been previously identified and programmed under the Substandard Water Mains (WA4336) and the Substandard Wastewater Mains (WW4350).

                     Based on available funding for street reconstruction and substandard mains, staff has identified and allocated funding use for the design and construction / rehabilitation of streets, water mains, and/or sewer mains throughout the City based on condition assessment and need.

                     Staff has recommended combining design and construction of street rehabilitations with replacement of substandard mains in order to minimize disruption to traffic and infrastructure in areas where there is an overlap with proposed construction activities.

                     Proposed design and construction of these types of projects have been split into project groups based on geographical location within the City.

                     The boundary for this project group is generally defined as North of Virginia Parkway, South of Bray Central Drive, East of Hardin Boulevard, and West of Highway 5/McDonald.

                     The overall project consists of seven (7) substandard wastewater main systems, four (4) substandard water main systems, and three (3) street rehabilitation projects including:

                     Freese and Nichols, Inc. (FNI), submitted a response to RFQ 15-36 for Utility Design.  They were one of five firms shortlisted by City Council on October 20, 2015. 

                     Freese and Nichols, Inc. (FNI), submitted a proposal for this project in the amount of $440,800.00. Their scope includes the following elements:

o                     Design of approximately 8,700 linear feet of wastewater main replacement.

o                     Design of approximately 9,000 linear feet of water main replacement.

o                     Design of approximately 4,200 linear feet of street rehabilitation.

                     The preliminary opinion of probable construction cost is $4,656,000.

                     The fee for basic services is $269,400.00 (5.8% of the construction cost) and the fee for special services is $171,400.00 (3.7% of the construction cost).

                     Design of this project is anticipated to take seven months to complete.  Construction is anticipated to begin as early as November 2017 and to be completed by September 2018.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Freese and Nichols, Inc. (FNI), for an amount not to exceed $485,000.

                     Pending acceptance of an accompanying Resolution amending the FY 2017-2021 Capital Improvements Program budget to fund the project (CO1706), funding for this contract is included in the 5-year Capital Improvements Program in the amount of $5,850,000.

                     With the approval of this item $5,365,000 will remain in the project (CO1706).
