* Approve Resolution

ITEM SUMMARY:
* The purpose of the Victims of Crime Act (VOCA) grant is to provide services and assistance to victims of crime to expedite their recovery and assist them through the criminal justice process.
* Funds will be used to hire a Victim Advocate to proactively provide social service referrals and advocacy in order to mitigate the effects of victimization, including but not limited to psychological, physical, emotional and financial effects.

BACKGROUND INFORMATION:
* The grant is administered through the State of Texas - Criminal Justice Division.
* Along with their primary investigative responsibilities, detectives shoulder victim-support service duties in conjunction with our Criminal Investigation Division Administrative Assistant. Given there is no dedicated personnel to victim support, the extent of our support services is minimal.
* If awarded, next year the City has the option to request a two-year extension of the grant.
* When comparing victim support services in Collin County with cities of similar size, McKinney is the only city without dedicated victim advocacy personnel.





FINANCIAL SUMMARY:
* The total annual cost for the Victim Advocate position is $85,478.
* The grant will provide $68,382 with a City match of $17,096 (20%) to be appropriated in the FY18 General Fund account 001-9999-403-8833.
* The start date for the grant will be between October 1, 2017 and December 1, 2017.
