RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve the Resolution.

 

ITEM SUMMARY: 

                     Bonnie Wenk Park Phase II consists of three (3) play pod areas, lighted sports fields, parking, hike and bike trails, pavilions, restrooms, and a park road that connects Phase I to Hardin Boulevard. 

 

                     Construction bids were opened on February 2, 2017. 

 

                     A total of two (2) bids were submitted and accepted.

 

                     The bid form was broken out into the base bid and three (3) alternates. 

 

o                     Alternate A - Rotary Playground area

o                     Alternate B - Ropes Course area

o                     Alternate C - Splash pad area

 

                     Cooper General Contractors submitted the lowest bid, which included Alternates A-C.

 

                     Staff recommends that Cooper General Contractors be awarded the construction bid in the amount of $7,016,790.77 which includes Alternates A and B.

 

                     Upon award of the contract, construction is anticipated to begin in late March with an anticipated completion of spring 2018. 

 

 

 

BACKGROUND INFORMATION: 

                     A partnership was developed with the Rotary Clubs of McKinney to design and fund an all abilities play structure as part of Bonnie Wenk Park Phase II. This is the first of its kind in our community and will provide recreation for people of various ages, mental and physical abilities.

 

FINANCIAL SUMMARY: 

                     The Bonnie Wenk Park Phase II project (PK3222) is a FY16-17 Capital Improvements Project funded by General Obligation Bonds, Parkland Dedication Funds, donations, and a Collin County grant with a total project budget of $8,391,031.

 

                     The Collin County Parks and Open Space Funding Assistance Program awarded a grant in the amount of $461,256. Bonnie Wenk Park meets their priority for parks that are multi-functional with trails, active sports/community parks all while protecting natural and cultural resources along greenways.

 

                     The Rotary Clubs of McKinney has committed to raising $500,000 for the construction of the all abilities play structure.  To date, the Club has raised a total of $441,729.

 

                     In a future CIP budget amendment, the Rotary Club’s donations will be transferred into this project. (The construction contract is within the City’s budget even without this donation.)
