RECOMMENDED CITY COUNCIL ACTION: Approve the Resolution.

ITEM SUMMARY:
* The U.S. Department of Housing and Urban Development (HUD) issued an Affirmatively Furthering Fair Housing Rule, which requires local and state government receiving HUD funds to revise their current Citizen Participation Plan (CPP) to incorporate language that details the Assessment of Fair Housing (AFH) analysis within the plan.

BACKGROUND INFORMATION:
* HUD published a new, final rule (March, 2016) expanding the obligation to Affirmatively Further Fair Housing (AFFH). The new rule replaces the Analysis of Impediments to Fair Housing (AI) with an Assessment of Fair Housing (AFH). The AFH expands the examination and determination of Fair Housing Data, assessment of fair housing concerns and issues; and the identification of fair housing priorities and goals for the implementation and use of the City's HUD funds.

* The AFH report will be the result of the above analysis and conclusions. The rule's specific requirements serve to connect housing, quality of life investment planning and community development resources and policies with meaningful actions.

* The proposed amendment includes specific consultation and community citizen participation requirements established by HUD to follow toward finalizing the city's AFH at the required time the document is due and during the grant funding periods. The proposed amendment includes the following:
