RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution
ITEM SUMMARY:
• This Resolution authorizes a construction agreement to provide construction services related to the construction of McKinney Air Center Hangar No. 2 located at the McKinney National Airport for an amount not to exceed $1,290,854 and subject to the successful negotiation of terms and conditions.
• Six firms submitted competitive sealed proposals that were evaluated by City staff from the Airport, Finance and Public Works departments.
• According to the evaluation team scores J.C. Commercial, Inc. was clearly the top ranked firm and is recommended for selection for the project.
• Aviation is one of the primary markets that J.C. Commercial, Inc. serves and they have completed numerous airport hangars and other pre-manufactured facilities in Texas.
• J.C. Commercial, Inc. submitted a competitive sealed proposal in the amount of $1,225,854 which detailed a base bid of $1,197,777 and an alternate parking package for $28,077.
BACKGROUND INFORMATION:
• City Council was previously presented a business plan showing the need for the new hangar for the storage of aircraft.
FINANCIAL SUMMARY:
• The Resolution authorizes a construction agreement for construction services, and potential changes to that scope of services, with J.C. Commercial, Inc. for an amount not to exceed $1,290,854 which includes approximately 5% for contingency in the amount of $65,000.
• The McKinney Air Center Hangar No. 2 (AI4377) project is included in the FY16-17 Capital Improvements Program with funds currently available for this contract.
