RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution amends expenditures in the Fiscal Year 2017 - 2021 Capital Improvement Program Project by transferring $600,000 from McKinney Ranch Parkway Improvements (ST1614) to Hardin Boulevard Lanes 5&6 (ST3211) for construction services.

BACKGROUND INFORMATION:
* Hardin Boulevard is the last roadway to be widened in a series of systematic north-south roadway improvements along the SH 121 corridor in order to increase mobility and drive economic growth.
* Hardin Boulevard will be widened to provide a third through lane in each direction from McKinney Ranch Parkway to SH 121. Additionally, southbound left turn lanes will be added at SH 121.
* McKinney Independent School District is converting McKinney Ranch Parkway from a two lane roadway to a four lane divided roadway up to the eastern edge of their property line.
* Three developments are also improving McKinney Ranch Parkway along their property lines.
* This project is making the necessary improvements to McKinney Ranch Parkway in the areas between the developer built portions of roadway in order to have a completed four lane divided roadway from Hardin Boulevard to US 75.
* The project will provide for mobility to the new MISD stadium as well as other development in the area.

FINANCIAL SUMMARY:
* The Amendment of the FY 2017 - 2021 Capital Improvements Program will deduct existing funding for the project ST1614 in the amount of $600,000 and add it to project ST3211 in the amount of $...
