ITEM SUMMARY: 

                     This Ordinance will establish a speed limit on Coit Road of 50 mph from Virginia Parkway to a point 525 feet south of Rambling Road.

 

BACKGROUND INFORMATION: 

                     The City of Frisco completed construction of Coit Road from Virginia Parkway to Westridge Boulevard. Coit Road has been opened to traffic thus a speed limit needs to be established on this new section of Coit Road.

                     Coit Road is the jurisdictional boundary between the City of McKinney and the City of Frisco, therefore, the McKinney Engineering Staff worked with Frisco Engineering Staff to develop a consensus of the proposed speed limit for this section of Coit Road. 

                     The section of Coit Road between Virginia Parkway and Westridge Boulevard that is within the City of McKinney is the northbound lanes from Virginia Parkway to a point 525 feet south of Rambling Road. The remaining portion of Coit Road which includes the southbound lanes between Virginia Parkway and a point 525 feet south of Rambling Road, and both directions of Coit Road between a point 525 feet south of Rambling Road and Westridge Boulevard are within the City of Frisco. 

                     When developing a recommendation for a speed limit, the following factors should be considered: 

                     o                     The design speed of the roadway.  

                     o                     The measured 85th percentile speed.  

                     o                     The established speed limit on adjacent section of the same roadway.  

                     o                     The adjacent land uses along the roadway.

                     The design speed of the roadway is 45 mph. However, due to roadway geometry, there are no horizontal or vertical curves limiting vehicle speeds.

                     Currently, Coit Road within McKinney is developed as multi-family and residential with a commercial tract at the corner of Virginia and Coit yet to be developed. The section of Coit Road within Frisco is developing as residential with some retail and commercial components at the intersections.

                     A speed study was conducted in March 2017 by the City of Frisco along this new section of Coit Road with an 85th percentile speed determined to be 51 mph.  

                     The posted speed limit of Coit Road from Virginia Parkway to US 380 is 50 mph, but the posted speed limit on Coit Road, south of Westridge Boulevard is 45mph.

                     City of Frisco set the speed limit on Coit Road between Virginia Parkway and Westridge Boulevard within their jurisdiction to 50 mph on March 21, 2017 through a City Council Ordinance. 

                     In order to create a more uniform traffic flow, consistency on both directions of the same roadway, and the above factors, a proposed speed limit of 50 mph is recommended on Coit Road from Virginia Parkway to a point 525 feet south of Rambling Road.  

                     As additional development occurs in the area, new speed studies will be conducted to confirm if the 50 mph speed limit is appropriate or if it should be lowered.

 

FINANCIAL SUMMARY: 

                     The installation of the speed limit signs associated with this agenda item were installed by the City of Frisco.
