RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution amends expenditures in the 2017-2021 Capital Improvements Program by creating the following new Capital Improvements Program projects:
o McKinney Substandard Utility Replacement and Street Rehabilitation Umbrella Projects East of SH 5, CO1704
o McKinney Substandard Utility Replacement and Street Rehabilitation Umbrella Projects South of Virginia, CO1705
• CO1704 will be funded with previously programmed funds from the Street Reconstruction Umbrella (ST1622) in the amount of $30,000, the Substandard Water Mains (WA4336) in the amount of $180,000, and the Substandard Wastewater Mains (WW4350) in the amount of $265,000.
• CO1705 will be funded with previously programmed funds from the Street Reconstruction Umbrella (ST1622) in the amount of $20,000, the Substandard Water Mains (WA4336) in the amount of $200,000, and the Substandard Wastewater Mains (WW4350) in the amount of $130,000.
BACKGROUND INFORMATION:
• Funding has been allocated for FY 16-17 for rehabilitation of various streets (ST1622), replacement or rehabilitation of various substandard water utilities (WA4336), and replacement or rehabilitation of various substandard wastewater utilities (WW4350).
• Staff has allocated use of these funds for design of various projects throughout the City which have been identified as needing street rehabilitation, having substandard water mains, and/or having substandard wastewater mains.
• Due to observed rising construction pricing, this budget transfer will only cover design and right-of-way/easement costs and funding for construction will be determined and allocated at a later date. During the design process, staff will work with the Engineer/Consultant to determine the most efficient construction method(s) for replacement of water/wastewater mains.
• In order to provide the most efficient design and construction, the proposed projects have been grouped based on geographical location/vicinity within the City as deemed appropriate.
FINANCIAL SUMMARY:
• Funding for design and construction of the new Capital Improvements Program projects (from previously programmed funds) includes:
o McKinney FY 17 Substandard Utility Replacement and Street Rehabilitation Umbrella Projects East of SH 5, CO1704 in the amount of $475,000
o McKinney FY 17 Substandard Utility Replacement and Street Rehabilitation Umbrella Projects South of Virginia, CO1705 in the amount of $350,000
• With approval of this item:
o $1,742,827 will remain in the Street Reconstruction Umbrella (ST1622)
o $265,000 will remain in the Substandard Water Mains (WA4336)
o $1,426,475 will remain in the Substandard Wastewater Mains (WW4350)
