                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with Birkhoff, Hendricks & Carter, LLP (BHC) to provide consulting engineering services for the design of the McKinney Substandard Utility Replacement and Street Rehabilitation Umbrella Projects South of Virginia for an amount not to exceed $327,000.

 

BACKGROUND INFORMATION:

                     FY 17 funding for various street reconstruction for work has been previously identified and programmed under the Street Reconstruction Umbrella (ST1622).

                     FY 17 funding for various substandard mains (water and wastewater) has been previously identified and programmed under the Substandard Water Mains (WA4336) and the Substandard Wastewater Mains (WW4350).

                     Based on available funding for street reconstruction and substandard mains, staff has identified and allocated funding use for the design of street rehabilitation, water main replacements, and/or sewer main replacements throughout the City based on condition assessment and need.

                     Staff has recommended geographical grouping of these projects (which includes construction of street rehabilitations with replacement of substandard mains) in order to minimize disruption to traffic and infrastructure in areas where there is an overlap with proposed construction activities.

                     The boundary for this project group is generally defined as South of Virginia Street, West of SH 5, North of Eldorado Parkway, and East of Valley Creek Trail.

                     The overall project consists of five (5) substandard wastewater main systems, four (4) substandard water main systems, and four (4) street rehabilitation projects including:

o                     Hobson & Clara (Elm to Chestnut), Wastewater

o                     Church (N of Christian) & Kentucky (N of Park Cir), Wastewater

o                     Barnes (Willie to Griffin), Wastewater

o                     Truett & Largent, Wastewater

o                     Bradley (Howell to Virginia), Wastewater

o                     Howell (Graves to College), Water

o                     Forest Hills (Country Club to End), Water

o                     Club Lake (Forest Hills to End), Water

o                     Lakeside (Club Lake to End), Water

o                     Hobson & Clara (Elm to Chestnut), Street Rehabilitation

o                     Forest Creek (Country Club to End), Street Rehabilitation

o                     Forest Hills (Country Club to End), Street Rehabilitation

o                     Club Lake (Forest Hills to End), Street Rehabilitation

                     Birkhoff, Hendricks & Carter, LLP (BHC) submitted a response to RFQ 15-36 for Utility Design.  They were one of five firms shortlisted by City Council on October 20, 2015. 

                     Birkhoff, Hendricks & Carter, LLP (BHC) submitted a proposal for this project in the amount of $297,130. Their scope includes the following elements:

o                     Design of approximately 5,000 linear feet of wastewater main replacement.

o                     Design of approximately 10,175 linear feet of water main replacement.

o                     Design of approximately 6,240 square yards of street rehabilitation.

                     The preliminary opinion of probable construction cost is $3,571,937.

                     The fee for basic services is $190,120 (5.3% of the construction cost) and the fee for special services is $107,010 (3.0% of the construction cost).

                     Design of this project is anticipated to take 7 months to complete.  Construction is anticipated to begin as early as February 2018 (contingent on availability of construction funding) and to be completed by December 2018.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Birkhoff, Hendricks & Carter, LLP (BHC) for an amount not to exceed $327,000.                     

                     Pending acceptance of an accompanying Resolution amending the FY 2017-2021 Capital Improvements Program budget to fund the project (CO1705), funding for this contract is included in the 5-year Capital Improvements Program in the amount of $350,000.

                     With the approval of this item $23,000 will remain in the project (CO1705).
