ITEM SUMMARY:
• On March 21, 2017, City Council tabled this item in order to incorporate additional changes into the Ordinance.
• This Ordinance deletes the entirety of the current Chapter 30 and replaces it with an updated version that includes amendments and changes.
BACKGROUND INFORMATION:
• Airport Minimum Standards and Rules and Regulations are embodied in The City of McKinney’s Code of Ordinance, Chapter 30 (Aviation).
• The Federal Aviation Administration (FAA) strongly recommends that an Airport Sponsor develops, updates and enforces airport minimum standards and rules and regulations (Standards & Regulations).
• Standards and Regulations promote safety, a higher quality of facilities and service, promotes orderly development of airport land, enhances airport esthetics, and reduces disputes between aeronautical service providers.
o This Ordinance:
o Focuses primarily on Airport Rules and Regulations
o Provides for administrative and housekeeping changes to enhance / clarify language
o Deletes all reference to the McKinney Airport Development Corporation (MADC)
o Expands on enforcement of Airport Rules and Regulations, penalties and cures
o Refers aircraft ground operations to federal, state and local rules and regulations
o Provides new hangar construction requirements
o Ensures that the City maintains proper levels of insurance
