RECOMMENDED ACTION:
* Approve recommendation to the City Council.

ITEM SUMMARY:
* The Craig Ranch Parkway Hike and Bike trail project connects the cities of Allen and McKinney from beneath Sam Rayburn Tollway (SRT) to the existing trail along TPC Drive.
* City staff worked with Cross Engineering Consultants preparing the construction plans and specifications as needed for the project bidding.

* The project was bid in a manner that fulfills our legal obligations.

* A total of eight (8) bids were submitted and accepted.

* XIT Paving and Construction, Inc. submitted the lowest bid for the construction of the project for an amount not to exceed $621,052.50.

BACKGROUND INFORMATION:
* Cross Engineering Consultants, along with Staff support, recommends awarding the bid to XIT Paving and Construction for the construction of the Craig Ranch Parkway Hike and Bike Trail project.

* Upon approval, the contract allows for construction to begin in June 2017 with an August 2017 deadline for completion.

FINANCIAL SUMMARY:
* The Craig Ranch Parkway Hike and Bike Trail project (PK4413) is a FY16-17 Capital Improvements Project.

* A 20' pedestrian access easement was granted to the City by the property owner to alleviate a costly and difficult-to-maneuver switch back.

* Preliminary estimated project design and development costs were budgeted at $350,000.
