RECOMMENDED ACTION:
• Approve recommendation to the City Council.
ITEM SUMMARY:
• The Craig Ranch Parkway Hike and Bike trail project connects the cities of Allen and McKinney from beneath Sam Rayburn Tollway (SRT) to the existing trail along TPC Drive.
• City staff worked with Cross Engineering Consultants preparing the construction plans and specifications as needed for the project bidding.
• The project was bid in a manner that fulfills our legal obligations.
• A total of eight (8) bids were submitted and accepted.
• XIT Paving and Construction, Inc. submitted the lowest bid for the construction of the project for an amount not to exceed $621,052.50.
BACKGROUND INFORMATION:
• Cross Engineering Consultants, along with Staff support, recommends awarding the bid to XIT Paving and Construction for the construction of the Craig Ranch Parkway Hike and Bike Trail project.
• Upon approval, the contract allows for construction to begin in June 2017 with an August 2017 deadline for completion.
FINANCIAL SUMMARY:
• The Craig Ranch Parkway Hike and Bike Trail project (PK4413) is a FY16-17 Capital Improvements Project.
• A 20’ pedestrian access easement was granted to the City by the property owner to alleviate a costly and difficult-to-maneuver switch back.
• Preliminary estimated project design and development costs were budgeted at $350,000.
• The scope of work was increased during design to accommodate the need for a retaining wall to meet ADA standards on the hike and bike trail and to accommodate Engineering’s request to include a pedestrian signal pole and crosswalk with this project.
• Final project design and development cost are $683,000. The retaining wall mentioned above significantly increased the construction costs and were not originally anticipated.
• In a concurrent CIP Amendment, staff is requesting additional construction funds ($333,000) as needed to pay the full project costs.
• Below is a summary of the costs associated with the project including the additional funds of $333,000.

o Construction Contract $621,052.50
o CoServ - pole relocation $ 3,353.00
o Estimated Materials Testing $ 12,000.00
o TDLR Inspection $ 1,200.00
o Project Contingency $ 13,494.50

BOARD OR COMMISSION RECOMMENDATION:
• On May 2, 2017, a similar agenda item will be presented to the City Council for their approval.
• On May 2, 2017, in a concurrent CIP Amendment, staff will be requesting approval from City Council for additional construction funds to be appropriated from PK1213 Hike and Bike Trail Construction and TR1620 Traffic Signal Construction.
