RECOMMENDED CITY COUNCIL ACTION:
• Approve recommendation to the City Council.
ITEM SUMMARY:
• The Gold Star Families Memorial Monument is in tribute to and honors the families who lost one or more loved ones in the armed forces of the United States.
• The Monument was designed gratis. Blackwood Associated, Inc. designed the monument and DCBA Landscape Architecture (David C. Baldwin, Inc.) did the foundation design.
• The project was bid in a manner that fulfills our legal obligations.
• A total of 2 bids were submitted and accepted.
• Wall Enterprises submitted the lowest bid for the construction of the project for an amount not to exceed $158,735.
BACKGROUND INFORMATION:
• DCBA Landscape Architecture, along with staff support, recommend awarding the bid to Wall Enterprises for the construction of the Gold Star Families Memorial project.
• Upon approval, the contract allows for construction to begin in June 2017 with an October 2017 deadline for completion.
FINANCIAL SUMMARY:
• The Gold Star Memorial project (PK1644) is a FY16-17 Capital Improvements Project.
• Preliminary estimated project construction costs were $145,000.
• Final development costs are $165,000.
• In a concurrent CIP Amendment, staff is requesting additional construction funds ($20,000) as needed to pay the full project costs.
• Below is a summary of the costs associated with the project including the additional funds of $20,000.

o TDLR Inspection $ 1,025
o Materials Testing Estimate $ 2,300
o Contingency $ 2,540

BOARD OR COMMISSION RECOMMENDATION:
• The Veterans Memorial Board has submitted an application to MCDC for the additional $20,000. A recommendation for approval will go before the MCDC Board on May 25, 2017.
• On June 6, 2017, a similar agenda item will be presented to the City Council for their approval.
• On June 6, 2017, in a concurrent CIP Amendment, staff will be requesting approval from City Council for additional construction funds.
