RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This item authorizes the City Manager to execute an Interlocal Agreement with the City of Frisco for the construction street lighting on Coit Road and the construction of left turn lanes at the following locations:

o                     Coit Road at Prestwick Hollow Drive

o                     Coit Road at Jacksboro Lane

o                     Coit Road at Rambling Road

o                     Westridge Boulevard at Masterson Drive

 

BACKGROUND INFORMATION: 

                     When the developers of the Reserve at Westridge, Heights of Westridge, Highlands of Westridge, and Prestwyck Hollow developed, they were all required to build portions of Coit Road. The Heights of Westridge were also required to build a portion of Westridge Boulevard.

                     The remaining portions of the Coit Road and Westridge Boulevard are the responsibility of the City of Frisco.  These roads are a boundary between the City of Frisco and the City of McKinney.

                     Each of the developers were also required to escrow monies for the construction of left turns into their respective developments and for street lighting along Coit Road. 

                     The City of Frisco has recently constructed the southbound lanes of Coit Road from Westridge Boulevard/ Panther Creek to Virginia Parkway/Rockhill Parkway. They have also recently constructed the westbound lanes of Westridge Boulevard from Coit Road to their eastern city limits. Frisco has previously constructed the southbound lanes from Westridge Boulevard to McKinney’s southern city limits and are planning to install the street lighting from Virginia Parkway to McKinney’s southern city limits.

                     Frisco is also currently designing the final segment of Coit Road from US 380 to Virginia Parkway.

                     The City of McKinney has requested that the City of Frisco build the left trun lanes into the McKinney developments and install the street lighting along Coit with their construction projects.

 

FINANCIAL SUMMARY: 

                     The Developers of the Highlands of Westridge and Reserve at Westridge previously escrowed $214,530 for the construction of two (2) turn lanes and street lighting along Coit Road adjacent to the developments.

                     The Developers of the Heights of Westridge have a remaining escrow balance of $67,137 for the construction of the turn lanes and street lighting along Coit Road adjacent to the development.

                     The Developers of Prestwyck Hollow previously escrowed $115,014 for the construction of the turn lane and street lighting along Coit Road adjacent to the development.

                     Any remaining escrowed amounts after construction is completed and final costs are determined will be returned to the developers.

                     The City of Frisco has submitted initial costs associated with the construction of turn lanes and street lighting which are within the previous escrowed amounts.

                     The ILA will send the escrowed monies to Frisco as reimbursement for the construction of the turn lanes and the street lighting.
