ITEM SUMMARY:
* This Resolution authorizes award of a fixed price contract with C&M Mowing and Landscaping of Farmersville, Texas as well as Weldon's Lawn & Tree of Rockwall, Texas for the purchase of Mowing and Cleanup Services for Dams, Drainage Areas, City Lots and Sewer Line Areas.

BACKGROUND INFORMATION:
* The City issued Invitation to Bid 17-04FP Mowing and Cleanup Services for Dams, Drainage Areas, City Lots and Sewer Line Areas on March 5, 2017.
* Three (3) bids were received on March 23, 2017.
* An evaluation team comprised of six City employees reviewed and ranked the bids based on the following criteria:
o 40 Points: Price and Best Value
o 30 Points: Reputation of the Bidder and of the Bidder's Services verified through Letters of Recommendation
o 30 Points: Capacity to Perform Work verified through Equipment and Personnel List
* The evaluation team recommends awarding C&M Mowing and Landscaping line items 2.1-2.2 and Weldon's Lawn & Tree line items 1.9 and 3.1 as the best value for the City.
* The evaluation team further recommends no award for line items 1.1-1.8 (Dam Locations). The vendors did not have the required track equipment to meet the City's needs. These items will be awarded on a future informal solicitation per Chapter 13 of the City's Purchasing Policy.
