RECOMMENDED CITY COUNCIL ACTION:
* Adopt Resolution ratifying the Third Meet and Confer Agreement with the McKinney Police Association (MPA).
ITEM SUMMARY:
* City and Association teams began substantive discussions in February of 2017 and concluded in April with consensus on the attached Third Meet and Confer Agreement.
* The amended agreement addresses items such as compensation and benefits for Police Officers and includes certain procedures and policies for the Police Department.
* Notable changes include:
o Market data being defined as average pay of benchmark cities plus 1.5%.
* Market surveys and any corresponding adjustments will now occur twice annually on January 1st & April 30th
o Duration of the contract changed to two years from three years, to coincide with the Fire Meet and Confer Agreement. The agreement terminates on September 30, 2021.
o Maintained rollback election termination option if no agreement after 60 days on a modified agreement.
o A new Personal Floating Holiday has been added to the agreement.
o Streamlined Sick Leave Payout process.
o Made other compensation adjustments to On-Call Pay, Special Events Pay, And Holiday Buy Back minimums.
* The agreement has been ratified by the MPA membership with 128 voting for the agreement and 2 voting against the agreement.
* Ratification by the City Council through resolution will finalize the agreement.
BACKGROUND INFORMATION:
* Previous Council action pertaining to Police Meet and Confer:
o December 1, 2008 - Resolution No. 2008-12-192-(R) passed recognizing the MPA for the purpose of Meet and Confer discussions.
