RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Ordinance.
ITEM SUMMARY:
* This Ordinance will establish a speed limit on Lake Forest Drive of 50 mph from Wilmeth Road to Bloomdale Road (C.R. 123)
BACKGROUND INFORMATION:
* The northbound lanes of Lake Forest Drive have been constructed from Wilmeth Road to Bloomdale Road (C.R. 123). These lanes of Lake Forest Drive are opened to traffic and a speed limit needs to be established for this new 4-lane divided roadway.
* When developing a recommendation for a speed limit, the following factors should be considered:
? The design speed of the roadway.
? The measured 85th percentile speed.
? The established speed limit on adjacent section of the same roadway.
? The adjacent land uses along the roadway.
* There is an established residential neighborhood of Heatherwood on the west side of Lake Forest Drive and the east side of Lake Forest is undeveloped but is zoned residential with some retail and commercial components at the intersections.
* A speed study was conducted in April 2017 along this section of Lake Forest Drive with an 85th percentile speed determined to be 58 mph.
* The established speed limit along Lake Forest Drive from Wilmeth Road to US 380 is 45 mph, and the speed limit on Lake Forest Drive (FM 1461), north of Bloomdale Road (C.R. 123) is 55 mph.
* In order to create a more uniform traffic flow, and due to all the above factors, a proposed speed limit of 50 mph is recommended on Lake Forest Drive from Wilmeth Road to Bloomdale Road (C.R. 123).
