RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Ordinance

 

ITEM SUMMARY: 

                     This Ordinance will reserve the spaces for “law enforcement only” at the following locations: 

o                     On the west side of Chestnut beginning at the intersection with Davis Street extending to Cloyd Street. 

o                     The two additional parking spaces adjacent to the McKinney Police Department Storefront and west of Kentucky Street in Public Parking Lot #2 located near the intersection of Kentucky Street and Davis Street. 

 

BACKGROUND INFORMATION: 

                     The Police Department received a request from Downtown property owners and merchants to change the parking location for the mounted patrol vehicles on Kentucky Street near the McKinney Police Storefront to another location.

                     Engineering Staff has worked with Main Street Staff and the Police Department to identify possible parking locations for the mounted patrol vehicles and their related use.

                     The Police Officers need a minimum of three parallel parking spaces necessary for the police trailer and the pick-up truck, and maneuverability of the horses in and out of the trailer. 

                     It has been proposed to move the mounted patrol vehicles to the west side of Chestnut Street between Davis Street and Cloyd Street. 

                     This area of Chestnut Street is between the Municipal Court building and old Central Fire where Building Maintenance is currently housed, and will have the least impact to the existing Downtown merchants. 

                     The three parallel parking spaces on the west side of Kentucky Street currently designated as “law enforcement only” will be designated as 3-hour parking consistent with Ordinance 62-414.

                     With the loss of the designated parking spaces on Kentucky Street, the Police Department has requested a total of three parking spaces adjacent to the north side of the McKinney Police Department Storefront building in Pubic Parking Lot #2 to be designated for “law enforcement use only”.   

                     One parking space is currently designated as “law enforcement only” adjacent to the north side of the McKinney Police Department Storefront building in this parking lot. This Ordinance will add two additional parking spaces to be designated as “law enforcement only”.

                     In 2008, City Council delegated to the Traffic Engineer the authority to modify parking regulations within McKinney; however, the Traffic Engineer has continued to present to City Council modifications to any parking restrictions in the downtown area due to the uniqueness of the area.

FINANCIAL SUMMARY: 

                     The cost for the signage and markings is available in the operating budget of Engineering Department.
