RECOMMENDED CITY COUNCIL ACTION:
* Approval of the attached Ordinance.

ITEM SUMMARY:
* This Ordinance amends the 2016-2017 annual CIP budget and the 2017 - 2021 Capital Improvements Program, by increasing the budget by transferring $20,000 from MCDC funds to the Parks Construction Fund and appropriating the funds to CIP project PK1644 Gold Star Memorial.

BACKGROUND INFORMATION:
* The Gold Star Memorial Project (PK1644) is a FY16-17 Capital Improvements Project funded in an amount of $145,000.

* The Armed Services Memorial Board is currently collecting pledges as fundraising continues. These funds will be used to reimburse MCDC funds.

* The additional $20,000 requested from MCDC would allow construction to begin and cover any pledges not fulfilled by the Armed Services Memorial Board.

* The goal being to complete the project prior to Veterans Day on November 11, 2017.

* Two bids were submitted on March 9, 2017 with the lowest construction bid coming in at $158,735.00.

* The ability to award the construction bid and utilize the funds available for this project is contingent on transferring the aforementioned funds into the Gold Star Memorial Project, PK1644, as noted in the Item Summary.

* An accompanying Resolution to enter into a construction contract is also on this agenda for Council's consideration.
