Summary
COUNCIL GOAL: Maximize the Development Potential of McKinney National Airport

RECOMMENDED CITY COUNCIL ACTION: Approve the Resolution
ITEM SUMMARY:
• This resolution authorizes the City Manager to request federal Airport Improvement Program (AIP) funding for various projects at McKinney National Airport.
BACKGROUND INFORMATION:
• Award of AIP grant funds has become very competitive.
• McKinney National Airport competes with 179 GA airports in the Texas Airport System of which there are 24 similar sized airports that compete for a total of $20 million per year.
• Requests for AIP grant funding does not financially obligate the City for its share until a grant is offered by the Texas Department of Transportation (TxDOT) and is executed by the City.
• Requesting federal funding for the next five years will place projects in line for discretionary funds and end-of-year funding that might become available.
• Federal grant awards are normally awarded in accordance with their priority and availability of funding.
• Project grants are normally awarded for engineering and design in the year following a request and construction in the third year.
• We anticipate that the first project grant could be awarded in FY18 and that the projects will be spaced out at subsequent one to two year intervals.
FINANCIAL SUMMARY:
• If awarded, federal funding will be reimbursed at up to 90% for each project.
• Each project will require the City to provide a minimum share of 10%, which can come from the Airport Operating Fund Balance and/or future issued bonds.
• The below listed project costs are preliminary estimates provided by the Airport’s Engineer of Record as its opinion of probable costs.
• Construction costs include construction administration, construction contingency and Grant overhead contingency estimates.
• Depending on federal funding availability and how our projects compete with other airports, it is possible that all projects may be completed by FY23 (six years).
