RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:

                     This Resolution authorizes a contract with Civil Consulting Group, PLLC to provide consulting engineering services for the design of the Accessibility Improvements within the Downtown Area Project (ST1649) for an amount not to exceed $195,000.

 

BACKGROUND INFORMATION:

                     The City developed an ADA Transition Plan in 2015 which identified areas were ADA improvements need to be made. The plan sets out an outline of how the City will upgrade the City’s programs, policies, and facilities to meet ADA guidelines. 

                     For the public rights of way, a survey of all the barrier free ramps in the city was conducted.

                     The plan focuses on making improvements to areas that are high pedestrian generators and have high pedestrian activity first.

                     City staff has used a ranking system and identified several pedestrian routes in the downtown area that are in need of accessibility improvements. These routes were selected based on existing conditions of the sidewalk ramps, available right-of-way for the improvements, close proximity to pedestrian generators, and high pedestrian traffic.

                     Existing conditions (parking in front of businesses, franchise utilities, etc.) and limited rights of ways may limit the ability to provide sidewalks on both sides of a given street.

                     The following locations will be improved with sidewalk construction, rehabilitation or reconstruction as needed, as well as construction of pedestrian ramps.

o                     Lamar Street from Sherman Street to McDonald Street (SH 5)

o                     Hunt Street from Board Street to McDonald Street (SH 5)

o                     Davis Street from Church Street to McDonald Street (SH 5)

o                     Benge Street from Virginia Street to Louisiana Street

o                     Church Street from Lamar Street to Davis Street

o                     Kentucky Street from Lamar Street to Hunt Street

o                     Tennessee Street from Walker Street to Herndon

                     Various driveways and intersections will be reconstructed to meet accessibility standards.

                     Civil Consulting Group, PLLC submitted a response to RFQ 15-38 for Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015.

                     Civil Consulting Group, PLLC submitted a proposal for this project in the amount of $173,738.20.

                     The preliminary opinion of probable construction cost is $1,008,960.

                     The fee for basic services is $102,051.81 (10.1% of the construction cost) and the fee for special services is $80,374 (7.1% of the construction cost).

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Civil Consulting Group, PLLC for an amount not to exceed $195,000.

                     With the approval of this item, $305,000 will remain in project ST1649.
