RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract and all necessary change orders with North Texas Contracting, Inc. for the construction of the US 75 & Sam Rayburn Tollway (SRT) Lift Station and Sanitary Sewer Lines for a total contract amount not to exceed $2,000,000.

BACKGROUND INFORMATION:
* McKinney Independent School District (MISD), in conjunction with the Stadium project, was going to construct 5,800 LF of gravity sanitary sewer line from the stadium south to the SRT, then southwest along the SRT to connect with an existing line at Cottonwood Creek.
* The proposed design had some sections of sanitary sewer pipe that were 35'-40' deep. Sanitary sewer pipe that is 35'-40' deep is very difficult for the City's Public Works Department to maintain and would require a very large easement to allow for maintenance.
* The City has a master planned lift station located at US 75 & the SRT near the stadium.
* The City requested that MISD revise their design to use the lift station to avoid the extremely deep sanitary sewer lines associated with the stadium.
* The City and MISD have entered into an ILA where MISD is contributing $696,891 and the City is covering the remaining $1,065,173 of the bid in addition to the contingency amount of $237,936.
* This partnership will open this area of the city for development now that there is a way to economically run sewer to the remaining properties.
