ITEM SUMMARY:

This Resolution amends expenditures in the Fiscal Year 2018 - 2022 Capital Improvement Program Project by transferring $90,000 from Bois D Arc Improvements (FA1621) to Transportation Alternatives Program School Pedestrian Safety Enhancements Project (TR1603) for the construction phase.

BACKGROUND INFORMATION:

There is an accompanying item on the Council Agenda authorizing a contract with Cam-Crete Contracting, Inc. to provide construction services for the Transportation Alternatives Program School Pedestrian Safety Enhancements Project (TR1603)

On May 6th, 2014 the City Council approved a resolution to submit a Safety and Access to Schools project application for the 2014 Transportation Alternatives Program (TAP) Call for Projects through the North Central Texas of Governments (NCTCOG).

                     The project includes:

o                     Installation of in-street school crossing signs at designated school crossings on multi-lane street with an adult crossing guard to establish a better visibility for those crossings

o                     Installation of driver feedback signage to promote compliance with the 20 mph school speed zone at selected locations.

o                     Installation of sidewalks at locations where gaps exist in existing school route paths.

The additional funding is required to cover the actual construction costs of the project inclusive of a not to exceed construction contingency.

Although the bid was higher than anticipated, Teague, Nall, and Perkins, Inc. researched and concluded that the prices were acceptable due to normal price inflation (project awarded in 2015) combined with recent flooding in Houston and other coastal areas raising the cost of construction and labor (as stated in attached letter of recommendation).

Funds were previously allocated for the Bois D Arc Improvements project (FA1621).  Due to the requirements of the Chapter 380 Agreement for the project, an alternate funding source is being utilized in lieu of programmed CIP funding.

FINANCIAL SUMMARY:

The Amendment of the FY 2018 - 2022 Capital Improvements Program will deduct existing funding for the project FA1621 in the amount of $90,000 and supplement existing funding for project TR1603 in the amount of $90,000.
