RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes a supplemental agreement with Burns & McDonnell Engineering Company, Inc. to provide additional professional engineering services for the design of the Bloomdale Road Extension Project from Hardin Boulevard to Community Avenue for an increase in the not to exceed fee from $750,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $800,000.

 

BACKGROUND INFORMATION:

                     Burns & McDonnell Engineering Company, Inc. (BMcD) is currently under contract with the City for design services related to the Bloomdale Road Extension Project from Hardin Boulevard to Community Avenue.  Their scope includes the following major design elements:

o                     Design of Bloomdale Road from west of Hardin Boulevard to Community Avenue as a 4-lane divided roadway (ultimate 6-lane divided).

o                     Design of a 3-span bridge over Bloomdale Lake (NRCS Site 17) with aesthetic treatments

                     As detailed design has progressed, BMcD noted the following design tasks as additional services not included in their original contract:

o                     Valley storage mitigation for the fill placed within the 100 year water surface elevation of the NRCS dam facility was not properly accounted for which has resulted in the need for an additional bridge span to ensure the water storage capacity of the NRCS facility is not negatively impacted by the project.  The additional effort includes valley storage mitigation calculation/design, new grading layouts, and the expanded limits of the tree survey.

o                     Design of an additional bridge span to accommodate the required bridge crossing at the NRCS facility while maintaining the storage volume capacity of the NRCS lake.

o                     Increased level of design at the future Bloomdale/Hardin intersection to accommodate ongoing development of Hardin Boulevard adjacent to Timber Creek.

o                     Increased limits of design along Bloomdale Road east of Community Avenue to improve intersection safety and functionality.

o                     Incorporating Brown & Gay Engineers, Inc.’s ongoing 42” water transmission main design (WA4340), currently under contract with the city, into the current roadway design in order to minimize conflicts during construction. 

                     Burns & McDonnell Engineering Company, Inc. submitted a proposal for $77,372.00 for these additional services ($764,941.30 aggregate contract total), which exceeds the previously authorized not to exceed amount of $750,000.

FINANCIAL SUMMARY:

                     This Resolution authorizes a supplemental agreement with Burns & McDonnell Engineering Company, Inc., for an increase in the not to exceed fee from $750,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $800,000.

                     Funding for this contract is included in the Capital Improvements Program (ST4227).

                     With the approval of this item, $9,623,267 will remain in project ST4227.
