RECOMMENDED CITY COUNCIL ACTION:
* Receive presentation and discuss issues related to the development and adoption of the Engineering Design Manual including review of proposed revisions to various City ordinances.
ITEM SUMMARY:
* Development of a comprehensive Engineering Design Manual was initiated in 2016 to replace the current Street, Stormwater, and Water & Wastewater Design Manuals (adopted December 2010).
* This presentation will provide an overview of the progress to date on the development of the manual as well as provide a summary of ordinance and planning related items required to be addressed prior to adoption.
BACKGROUND INFORMATION:
* The purpose of the Engineering Design Manual is to protect the health, safety, and welfare of the public by establishing standard engineering practices and minimum engineering criteria for the City of McKinney, Texas.
* A design contract with Kimley-Horn was approved by City Council on July 19, 2016 for development of a new Engineering Design Manual.
* Development of the Engineering Design Manual has been finalized and included a prior review and comment period with the development and engineering community.
* Prior to the adoption of the proposed Engineering Design Manual, an amendment to transportation component of the current 2004 comprehensive plan will be required to integrate the newly developed arterial cross sections from the ONE McKinney 2040 initiative.
* Prior to the adoption of the proposed Engineering Design Manual, minor revisions to various City ordinances are required to accurately represent the language, engineering criteria, and policies within the proposed manual.
