RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Indus Road & Bridge, Inc. for the East Standifer Street Paving Improvements project for a total contract amount not to exceed $525,000.

 

BACKGROUND INFORMATION:

                     On June 19th, 2017 the City Council approved a budget amendment that allocated $1.5 Million to the Capital Equipment/Facility Maintenance Fund as a budget amendment to the FY 16-17 budget.

                     The purpose of the transfer was to identify Public Works (Streets) and Parks & Recreation maintenance projects that could be identified for consideration by the City Council.

                     During the October 16, 2017 City Council meeting, staff identified the East Standifer Street Paving Improvements project and developed an athletic field maintenance program that would utilize the transferred funds.

                     The East Standifer Street Paving Improvements project’s proposed scope of work includes:

o                     Replace deteriorated or failed concrete pavement panels

o                     Repair/Replace failed concrete sidewalk segments and handicapped ramps to be in compliance with the Americans with Disabilities Act (ADA) requirements

                     The City Council approved staff’s recommendation for:

East Standifer Street Paving Improvements Project -                      $   788,000

Athletic Field Maintenance & Enhancement Program -                      $   712,000

                     $1,500,000

                     Subsequent to the City Council’s approval, staff prepared construction plans and released the East Standifer Street Paving Improvements project to bid.

                     Eight (8) bids were received for this project (Bid 17-42CC) on March 9, 2018. The following is a summary of the bids:

                     Indus Road & Bridge, Inc. was determined to be the lowest responsive bidder with a submitted bid in the amount of $466,273.00.

                     References and qualifications submitted by Indus Road & Bridge, Inc. were verified in accordance with the bid specifications as shown in the attached letter of recommendation.

                     The contract documents require this project to be completed within 100 calendar days after issuance of the Notice to Proceed, which is anticipated to be issued by April 30, 2018. Construction is anticipated to be completed by August 2018.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Indus Road & Bridge, Inc. for an amount not to exceed $525,000.
