RECOMMENDED CITY COUNCIL ACTION:
• Approval of the resolution.
ITEM SUMMARY:
• This resolution authorizes the City Manager to execute a contract in the amount of $134,000 with Teague, Nall, and Perkins, Inc, to perform a drainage study of the upper portion of the Warden Creek Watershed and authorizes all necessary supplemental agreements thereto, for a total contract amount not to exceed $140,000.
• The purpose of the study is to analyze the existing stormwater infrastructure in this watershed and recommend needed improvements.
BACKGROUND INFORMATION:
• In recent years, City staff has received numerous complaints of flooding in and around the downtown area causing the inundation of City streets and some property damage. This flooding is believed to be due at least in part to undersized and outdated stormwater infrastructure.
• Much of the stormwater infrastructure in this area was built in the 1950’s according to the engineering standards of the time, some of which is still in use today. Other portions have been upgraded by various projects over the years. However, many of these upgrades were also done according to now outdated standards and a comprehensive study of the entire area has never been done.
• Flooding remains a concern and increased amounts of rainfall seen in north Texas beginning in 2015 have brought into question the adequacy of this infrastructure. This study will perform a 2-dimensional study of the watershed and the existing infrastructure to determine the level of flood protection it provides. If needed, recommended improvements will be provided.
• At a City Council meeting on March 3, 2014, Teague, Nall, and Perkins, Inc, was one of six firms deemed qualified for this type of work based on their response to 15-03RFQ for Miscellaneous Drainage and Floodplain Management Services. TNP was selected for this particular project based on their experience and knowledge of urban flooding.
FINANCIAL SUMMARY:
• This resolution authorizes a contract with Teague, Nall, and Perkins, Inc, for $134,000 and all necessary supplemental agreements for a total contract amount not to exceed $140,000.
• The contract is structured to initially perform only the existing conditions analysis for approximately $67,000. The full contract amount will only be used if recommended improvement alternatives and more detailed survey are needed.
• Funds are available in the Capital Improvement Program in account DR1808.
