RECOMMENDED CITY COUNCIL ACTION:
* Staff recommends approval of the proposed right-of-way abandonment.

ITEM SUMMARY:
* Staff received a request to abandon a portion of Rockhill Road and Graves Street located east of Graves Street and south of Lee Street.
* The right-of-way consists of a triangular shaped right-of-way containing approximately 0.294 acres.
* The right-of-way contains drainage and overhead utility facilities.
* A roadway formerly existed within the right-of-way but was relocated to a new alignment with the construction of the adjacent Vintage Place subdivision.

BACKGROUND INFORMATION:
* An application and supporting documentation for the requested abandonment were submitted on January 18, 2018.
* The requested abandonment was heard by City Council on April 19, 2018. It was tabled at that meeting to allow time for additional property owners to participate in the abandonment.
* Additional documentation was received on April 27, 2018. This included a signed petition from an additional property owner and new surveys describing an increased abandonment area.
* All owners adjacent to the right-of-way have signed a petition requesting the abandonment.
* Public hearing notices were sent to all property owners within 200 feet of the requested abandonment.
* Surface drainage facilities and overhead utilities operate within the right-of-way; a drainage and utility easement is proposed to be retained over the entirety of the abandoned right-of-way.
