BACKGROUND INFORMATION:

The Capital Improvement Program is a five-year plan for major capital projects, including all probable funding sources for the period.

The plan provides a working blueprint for sustaining and improving the community’s infrastructure while supporting the strategic goal of Direction for Strategic & Economic Growth and Financially Sound Government.

Each year the City Council reviews the five-year capital project plan and funds the first year of the plan as part of the annual budget process.

The Engineering Department is currently developing the five-year Capital Improvement Program for FY19-23 relating to the City’s infrastructure needs.

In light of recent annexation legislation (Senate Bill 6) and its impacts to the process for municipal annexation, the FY19-23 Capital Improvement Program should be prepared being mindful of annexation limitations and identify any potential extraterritorial jurisdiction (ETJ) negative consequences of proposed infrastructure planning.
