RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the resolution.

 

ITEM SUMMARY:

                     This resolution authorizes the City Manager to execute a contract and all necessary change orders with DDM Construction Corporation for the construction of the NRCS Lake 4 Dam Rehabilitation Project for a total contract amount not to exceed $5,500,000.

 

BACKGROUND INFORMATION:

                     This dam, known locally as Brinkmann Ranch Lake, is located north of US 380 between Lake Forest Drive and Hardin Boulevard. It does not meet current safety standards.  A failure of the dam would result in significant property damage and the potential loss of life.

                     The Natural Resources Conservation Service (NRCS) prepared the construction plans for this project.

                     Two permanent drainage easements, two temporary construction easements, and one temporary access easement have been acquired from the property owner, Baxter Brinkmann, for this project.

                     Five bids were received for this project at the bid opening on May 10, 2018.  The following is a summary:

                     DDM Construction Corporation submitted the low bid in the amount of $4,960,863.70.

                     DDM Construction Corporation submitted references and qualifications that were verified in accordance with the bid specifications.

                     The contract documents require that this project be completed within 483 calendar days after issuance of the Notice to Proceed, which is expected in late-June.  Construction is expected to be complete by November 2019.

 

FINANCIAL SUMMARY:

                     This resolution authorizes a contract and all necessary change orders with DDM Construction Corporation for an amount not to exceed $5,500,000.

                     Two separate funding agreements with the Texas State Soil and Water Conservation Board (TSSWCB) provide a total of 98.25% of the funding for this project.  There are two concurrent items on the agenda for amendments to those agreements.  This item is contingent on the approval of those items for necessary funding.

                     The estimated City contribution for construction is $96,250 (1.75% of the total).  Funds are available in the Capital Improvements Program in DR5093.
