RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Ordinance Amendment

 

ITEM SUMMARY: 

                     This amendment to Chapter 62 of the Code of Ordinances (Motor Vehicles and Traffic) adds a new section, 62-386, entitled “Parking, Stopping, Standing Prohibited on Multi-lane Roadways”.

 

BACKGROUND INFORMATION: 

                     The safety of the motoring public along multi-lane roadways is reliant on the orderly and unobstructed flow of traffic.  Parking, stopping or standing of vehicles within the marked travel lanes along these roadways introduces impedances to the flow of traffic and can introduce safety concerns for all road users.

                     Parking, stopping or standing of vehicles within the median areas of divided roadways can introduce obstructions to lines of sight, potentially creating safety issues for road users.

                     Installation of signage for parking restrictions along every multi-lane roadway to prohibit parking within the travel lanes and median areas would require a very large  number of signs, leading to sign clutter and reduced aesthetic qualities along the roadways.

                     The City of McKinney does not currently have an ordinance prohibiting parking, stopping or standing of vehicles on roadways with two or more marked vehicular lane(s) in a given direction, such as arterial thoroughfares, collectors, and other multi-lane one-way roadways.
